Yes it is true, Twitter set to preserve JPEG quality for image uploads on web:

Twitter wants to change the way it processes uploaded pictures, and this move will be loved by photographers who like sharing their work on the social media platform. Twitter engineer, Nolan O’Brien just disclosed that Twitter will now preserve JPEG encoding once they are uploaded through Twitter on the web, rather than transcoding them, which degrades the quality.

This is not a major feature tweak for Twitter, but it goes a long way in making the platform more photo-friendly.
